Typically, temporary licenses are available to new nursing graduates who have completed their educational requirements and are waiting to take the NCLEX-RN or NCLEX-PN exam. Additionally, they are available to experienced nurses who are in the process of moving their license from one state to another, known as licensure by endorsement. International nurses who have completed credential verification and are awaiting their full licensure may also be eligible in some states.
