- State Sovereignty: Some states are hesitant to join due to concerns over losing control of licensure regulations. - Variability in Adoption: Not all states have adopted the compact, creating a patchwork of participation. - Compliance and Enforcement: Ensuring that all nurses comply with uniform standards and addressing disciplinary actions across states can be complex.
