The NLC functions through an agreement among member states. Nurses who hold a compact license can practice in any of the compact states as long as they meet the uniform licensure requirements. These requirements include having an active, unencumbered license, passing the NCLEX-RN or NCLEX-PN exam, and meeting educational and background check standards.
